Charles “Chip” Anzalone has 20 years of environmental industry experience, most of which was in consulting before an overlapping transition to contracting. He founded and developed OFRS, Inc. in 2008. During that time, OFRS was a subsidiary of The Source Group, Inc. (SGI), a California-based environmental consulting and engineering firm. In 2013, OFRS partitioned from SGI and became officially incorporated in early 2014.
Since that time, Chip has been able to successfully maintain steady growth within the company, while building a strong reputation within California as not only one of the newest remedial construction and demolition contractors in the state, but one of the best.
Chip grew up in Mammoth Lakes, California and always had an interest in the environment. He attended the University of California Santa Barbara, where he earned a B.S. in Environmental Science with an emphasis in geology. During his free time he enjoys the snowboarding and the outdoors, especially camping with his wife and 4 children.
Executive Vice President
Randy Balik has over 25 years of experience in demolition, remediation, and general environmental services. In the late 1990s, he spent a few years with Phillip Services Corporation where he gained valuable expertise in the downstream oil sector and the breadth of environmental services that are required to keep the petrochemical manufacturing industry in compliance. From there, he went on to become a managing shareholder of two different environmental contracting companies from 2001 through 2010. For a brief period from 2010 to 2014, Randy shifted his focus from environmental contracting to the renewable energy sector, when he co-founded and managed a start-up geothermal technology company that is still in existence today. He left that company in early 2015 to rejoin the environmental services sector, first with a remedial technology firm (soil thermal desorption) in early 2015, and then with Patriot Environmental Services later in 2015, where he created and managed Patriot’s highly successful “Remediation Services” division. Randy left Patriot in June 2018 to join OFRS’s executive management team and become one of the company’s primary shareholders, tasked with helping to grow OFRS to the “next level” in all facets of the business.
Randy’s primary skill-sets relate to entrepreneurial business management and large-scale business development in the environmental and technology sectors. Randy’s skills in developing strategic partnerships and general start-up business strategy will continue to be necessary as OFRS continues on its current growth trajectory. Randy is a general engineering contractor’s license qualifier in the states of CA, AZ, NV, and UT, and has also served on the Boards of Directors for the Professional Environmental Management Association (PEMA, where he is a past President) and the Western States Petroleum Association Associates (WSPA Associates, where he is now a Chairman Emeritus), allowing him access to energy industry executives and lobbying groups that focus on all aspects of the environmental and energy industries.
Randy has a B.A. in Environmental Science, cum laude, from the University of Pennsylvania, with an emphasis on geology and geomorphology, and spent a semester at the University of Sydney in New South Wales, Australia, as well. He was born and raised in the Los Angeles area and has lived in Hermosa Beach since 1996. He is married with two young sons, and when not working, he is life-long avid snow skier who also enjoys golf, beach volleyball, SCUBA diving, and anything food-and-wine. Randy and his entire family are also heavily involved in fundraising efforts for the Cystic Fibrosis Foundation, the charity his family has supported since before he was born.
