Chip Anzalone

Charles “Chip” Anzalone has 20 years of environmental industry experience, most of which was in consulting before an overlapping transition to contracting. He founded and developed OFRS, Inc. in 2008. During that time, OFRS was a subsidiary of The Source Group, Inc. (SGI), a California-based environmental consulting and engineering firm. In 2013, OFRS partitioned from SGI and became officially incorporated in early 2014.
Since that time, Chip has been able to successfully maintain steady growth within the company, while building a strong reputation within California as not only one of the newest remedial construction and demolition contractors in the state, but one of the best. Chip grew up in Mammoth Lakes, California and always had an interest in the environment. He attended the University of California Santa Barbara, where he earned a B.S. in Environmental Science with an emphasis in geology. During his free time he enjoys the snowboarding and the outdoors, especially camping with his wife and 4 children. |
Taylor J. Marshall
Chief Financial Officer |
Taylor Marshall has been with OFRS since its inception in 2008, and worked in conjunction with Chip Anzalone to develop the company while they were both employees of The Source Group, Inc. Taylor has served as Chief Financial Officer and has been deeply involved in all aspects of the business since 2014. With 14 years of accounting and managerial experience, he has been a steadfast steward of the financial health of many successful companies.
Taylor is a 4th generation Long Beach native and resident. After attending Wilson High school, he graduated with honors from the Business Administration program at San Diego State University. After college he moved to Garmisch-Partenkirchen, Germany working as Assistant Financial Controller, Financial Controller, and Chief Financial Officer for the Edelweiss Lodge & Resort under the command of the Armed Forces Recreation Center. Upon returning to the U.S., Taylor began working at the Source Group as the Accounting Manager for the Signal Hill office where he and Chip grew the program that became OFRS. In his free time Taylor enjoys travelling, camping, skiing, and diving with his family and 2 dogs. |
Cristina Yigal

Cristina Yigal joined OFRS in 2021. With over 17 years of accounting experience in the environmental industry, she utilizes her technical, analytical, and project management skills to bring people together in a team environment with the ultimate goal of providing a first-class experience to her internal and external clients.
She has always been passionate about the environmental industry and has provided onsite finance support on large projects such as the Deepwater Horizon and Cosco Buson environmental disasters. Her background consists of environmental construction, industrial services, and environmental emergency response. Cristina’s experience is a true asset to OFRS where she is responsible for accounts payable, accounts receivable, and payroll. Cristina is a Long Beach native. In her free time, she loves to travel with her family and go hiking with her two dogs. She also enjoys photography and making specialty candles. |
Brad Newton
Operations Manager, Health & Safety Coordinator |
Brad Newton joined OFRS back in 2015. With more than 20 years of business management experience, his expertise in managing OFRS’ operations, projects and personnel is a great asset to us and our clients.
Since joining OFRS, Brad’s involvement within OFRS and our industry has grown significantly. Brad started out in the field as a foreman and is now successfully running all of OFRS’s daily operations and managing multiple key environmental projects. Brad has also taken it upon himself to study and implement all aspects of Environmental Health & Safety for OFRS. Brad attended California State University Long Beach where he earned B.A. in Business Management. He is a life-long Long Beach resident and is now raising his young daughter in Long Beach as well. In his free time, Brad likes to golf, swim, and travel. |
Tom Roughton
Senior Superintendent |
Tom Roughton has been with OFRS since 2016. With more than 25 years in the general construction, demolition, and environmental remediation fields, his experience is a true asset to OFRS and our clients. Tom has in-depth knowledge working on a wide variety of construction/environmental projects in both the private and public sector. Tom has successfully managed projects with budgets in excess of $100 million, and has been involved in high profile projects for such clients as the Department of Toxic Substances Control, U.S. Navy, Southern California Edison, Orange County Public Works, and the U.S. Forestry Service, to name a few. Tom's positions range from equipment operator, H&S officer, site foreman, general superintendent, and project manager.
Tom was born and raised in Orange County where he still resides today with his wife and kids. He takes pride in all aspects of his work and enjoys working in the environmental remediation field. In his off-time, Tom spends time going on family vacations, off-roading in the winter, and spending time at his Colorado river property in the summer. |
Jennifer Azoulay

Jennifer Azoulay joined the OFRS team in 2019 after almost twenty years in the technology and software industry. She has managed top enterprise accounts in California, including state and local government agencies. Her experience with contracts, account management, invoicing, and customer support is an asset to the OFRS team.
Jennifer manages and coordinates various administrative duties for OFRS including project management, scheduling, reporting, and invoicing. Jennifer was born and raised in the Southern California area. In her free time, she enjoys spending time with her family and friends, traveling and baking. |
Jonna Henderson
Human Resources Manager |
Jonna Henderson is an accomplished HR professional with over 20 years experience in the public and private sectors. Jonna is responsible for implementing human resource management strategies that enable OFRS to recruit, train, and retain a high-performing and motivated workforce. Jonna specializes in recruitment and employment, payroll, benefits, general insurance administration, labor relations, and the development of organizational culture.
Jonna is the gate-keeper of confidential information. She follows OFRS’ policies and procedures and has an understanding of and ability to deal with sensitive information, such as background checks, state and federal forms, performance evaluations, payroll documents, and many other documents that contain sensitive material. Jonna holds a B.A. in Organizational Leadership from Chapman University. She was born and raised in Contra Costa County where she lives with her husband and Great Dane. She and her husband enjoy grilling for the kids, grandkids, and friends. |
Brad Pierce
Consulting Petroleum Engineer |
Brad Pierce joined OFRS in February 2018 and was a full-time employee until June 2022. He is now an independent consultant but remains very much a part of the OFRS team. With over 45 years of oil and gas experience in facility design, well work, abandonment operations and drilling operations, he has extensive knowledge in his field. He began his oil and gas career as a roustabout for Thums Long Beach Company.
Brad has held professional positions as an Engineering Manager - Los Angeles Basin Operations, Senior Staff Drilling Engineer, Asset Manager, Environmental Health and Safety Manager, and Production Engineer. He has worked with Breitburn Management Company, Plains Exploration and Production Company – California, Thums Long Beach Company, Louis Dreyfus Natural Gas, and Oryx Energy Company. Brad has a Master's Degree in Petroleum Engineering from the University of Southern California, a B.S. in Chemical Engineering from California State University Long Beach, and a B.S. in Biology from California Baptist College. After leaving Breitburn Management Company in 2015, Brad founded Pierce Energy Management Company (PEMCo) to pass along his many years of experience. He also taught undergraduate and graduate level classes at USC as an adjunct professor and currently teaches a drilling and completion class at USC. Brad grew up in Huntington Beach, California. Spends his free time riding his road bike around the Southern California area. When is not out cycling he volunteers his time with The Boy Scouts of America, Orange County Council and USC Alumni Club of Orange County. He enjoys travelling and time with the family. |
